Fascists and reactionaries will enact slavery if they take over a country (through rebellion or through the coup d'etat events), while communists and anarcho-liberals will abolish it. (Slave states themselves don't actually do anything, though.) If you've got slavery and full protections for minorities, you'll only be able to add free states (but see "Issues" below). If you've got slavery and limited protections for minorities, you'll have the standard slave-state/free-state event whenever you gain a state (+2 consciousness to whichever side of the debate you snub). If you've got slavery and oppression of minorities, every one of your states will become a slave state. Slaves never promote naturally, it seems, even if you add a "promotes_to" section in their file.)
The intersection of minority policy and slavery is interesting-I'm annoyed that I can't link them together naturally. My next task is to figure out whether I can make it so that irregulars can be recruited from slave POPs. Qing's only accepted culture is Manchu, but most of its population is not Manchu, so its entire army disappears when the soldier POPs turn into slaves! The AI didn't exploit this, though, beyond Portugal's taking the rest of Canton, and the (abolitionist) Heavenly Kingdom's actually winning the Taiping Rebellion.
Maybe enslavement should be linked to whether the POP is in a slave state, rather than whether the minority policy in the country as a whole is "oppression"? I guess it'd fit well enough.
